GUN CONTROL: President Obama May Issue Executive Orders

COLUMBUS -- President Barack Obama will lay out his plan to fight gun violence Wednesday morning.

The Associated Press cites congressional sources who suggest the presidents plans could include 19 steps that could be taken through executive orders.

Those measures could include expanding gun violence research by the Centers for Disease Control, restricting the importation of guns, and taking tougher action against people who break gun laws.

A lot of those options are technically laws passed by Congress, but he is increasing the enforcement [or] expanding the reach of them, explained Mike Esler, a political science professor with Ohio Wesleyan University.

The president could not use executive privilege to re-instate the assault weapons ban, limit the capacity of ammunition magazines, or require universal background checks for gun buyers.

Those are potential points of contention with Congress.? The National Rifle Association has already warned the White House that its allies would not such measures.

Esler warned against overstepping the bounds of executive privilege, but considering the climate on Capitol Hill, he suggests unilateral moves -- within the bounds of the Constitution --might be the presidents best bet.

I think he will be less effective, less successful, trying to get legislation through congress than he is in using executive orders, Esler said.?
